Introduction to the COVID-19 Vaccine Management System (CVMS)
What is CVMS?
CVMS is a secure, cloud-based system that enables vaccine management and data sharing across recipients, care providers, hospitals, agencies, and local, state, and federal governments on one common platform. Through CVMS, North Carolina health care providers are able to:
- Enroll in the COVID-19 Vaccine Program and upload employees so they can register for COVID-19 vaccination
- Manage COVID-19 vaccine inventory
- Track COVID-19 vaccine administration
- Invite their employees to register for vaccination
- In future, providers will also be able to schedule clinics

Who will use CVMS?

The state of North Carolina will be able to:
- Allocate vaccines to health care providers with capacity to store and handle the vaccines
- Send vaccine supply where needed in priority
- Identify and prioritize the most vulnerable population

For Non-Health Care Organizations
Once NCDHHS approves an organization to load their employees, patients or residents in to the CVMS, the organization will be granted access to the CVMS Employer Portal. More information about the Employer Portal will be coming soon.
For Recipients
During the first phases of vaccination, recipients will need to be invited to register by their employer, health care provider or residential organization. Self-registration will become available to people in the future. To facilitate the vaccination process, people should register in the CVMS Recipient Portal prior booking an appointment with their vaccine provider.
End-to-End Provider Enrollment Process
Who can enroll in the COVID-19 Vaccine Management System (CVMS):
- Eligible health care providers who are interested in administering the COVID-19 vaccine and can self-register in the CVMS Provider Enrollment Portal.
Before getting started in CVMS, a representative from your organization should:
- Attend a live CVMS Provider Enrollment Training Session.
- Review and complete the COVID-19 Vaccine Readiness Checklist before Step 4 below.
- Identify a single point of contact for your employees to send questions or provide feedback related to the administration of COVID-19 vaccines (Knowledge Base).
Enrollment can be initiated at http://covid.enroll.ncdhhs.gov. COVID-19 vaccine providers must be qualified under the CDC agreement to prescribe COVID-19 vaccines and authorized under the appropriate NC licensing authority. Enrolled in COVID-19 vaccine providers must be credentialed/licensed in North Carolina.
Please understand that while currently qualified providers are welcome to enroll, requests will be addressed in an order aligned with the Prioritization Phases and the timeline for approval will vary. The state will continuously reassess enrollment prioritization based on needs.

CVMS Helpdesk Portal Assistance
- Need assistance? Visit the CVMS Help Desk Portal.
- Register for an account on the portal by clicking 'register' in the top right corner
- Type in your first name, last name, business e-mail, and your registration code
- The registration code is your provider PIN (i.e. NCA650001) which can be found on the packing lists received with your Vaccines For Children shipments, or in the top right-hand corner of a wasted/ expired report generated from the North Carolina Immunization Registry (please add “NCA” to the front of the six digit PIN#)
- For providers who are not enrolled or may not have a PIN, you may use the following generic PIN to register: VAC2021
- You will receive an e-mail with your username and temporary password to log into the portal and submit helpdesk cases
- Upon login, you will be able to submit helpdesk cases via the intake form
- Your cases will be routed to the appropriate team and you will receive an e-mail notification with notes once the case has been resolved
User Guides
CVMS Offline Operations – How to Proceed
Users might not always have access to the CVMS Provider Portal. Occasionally, CVMS will undergo temporary maintenance and be offline, or users might be unable to access a connected device. This should not prevent providers from administering vaccines, but vaccination records must be maintained, and later, when possible, the missing records should be added to the CVMS Provider Portal.

For the vaccine inventory levels, a team member must capture the required data elements identified in CVMS Inventory Levels Form. This form also mirrors the user experience of CVMS. Providers should enter the data captured offline into the CVMS as soon as possible when the CVMS is back online or providers have access to a connected device.
